After seven years of using online journals, I finally figured out the purpose of the "memories" function [i.e., to make custom lists of related entries]. I've therefore deleted many single tags and turned them into memories in their own categories. By doing this and also consolidating single-use tags [such as those referring to movies I've seen], I've now gotten down to 393 tags. I'd love to get down to 350, even 300, but that will require more labor-intensive work.
